EMISSION REDUCTION MEASURES IN LOCAL COMMUNITIES IN BOSNIA AND HERZEGOVINA AS A RESULT OF SIGNING COVENANT OF MAYORS

Abstract:
This paper aims to present the current status of energy management and use of renewable energy sources in local communities in B&H, and to present potential measures and activities for improving the current situation of local communities in terms of energy efficiency and renewable energy. The paper includes signatories of Covenant of Mayors, which are, by signing, committed to prepare Sustainable Energy Action Plans (SEAP) and define a series of measures and activities for reduction of CO2 emission by at least 20% to 2020 through improvement of energy efficiency and use of renewable energy sources. In context of SEAP preparation, calculations of CO2 emissions were made for 6 municipalities in B&H: Laktasi, Livno, Prijedor, Travnik, Zenica and Zvornik. Data structures of final energy consumption were prepared as a basis for calculation of individual emissions by sectors, according to the requirements of the standard SEAP methodology. Based on this, measures and activities have been proposed, evaluated and selected aimed by achieving the Covenant of Mayors objectives. For the purposes of SEAP, the priority actions to reduce CO2 emissions are compared with Baseline Emissions Inventory. The Emissions Inventory is made for the following sectors: 1) Buildings, facilities / installations and industry (administrative and other facilities under the competence of the municipality; facilities not under the competence of the municipality; residential buildings , public lighting), and 2) Transportation (vehicles owned by municipalities, public transportation, personal and commercial transportation).
